Authoritarian regime hinders PRC efforts to project a benevolent image abroad

As 2013 was coming to a close, President Xi Jinping was burnishing China’s image in the world. Xinhua, the official news agency said that addressing his Politburo colleagues he vowed to promote China’s cultural “soft power” by disseminating “modern Chinese values” and showing the “charm of Chinese culture to the world”. Similar views in more solemn, declaratory and propaganda idiom were proclaimed in the previous month at the third plenary session of the Chinese Communist Party’s Central Committee
